The Berkshire County Regional Employment Board, Inc. (BCREB) and Chief Elected Official (CEO) are seeking proposals from experienced organizations to provide Workforce Innovation and Opportunity Act (WIOA) services to include career center operations/services to adults, dislocated workers, and youth within the 32 County communities in the Berkshire Workforce Development Area. The provision of these services is to be funded by WIOA, Title I, Public Law 113-128, which began July 1, 2015 and is authorized as workforce law at the federal level through September 2020. Services must, at minimum, include WIOA goals and reference to related shared partner services, and must be delivered in an integrated model. Workforce development organizations with or without previous experience as a contractor are encouraged to submit proposals. Services offered shall be delivered through a One Stop Delivery system that provides access to citizens across Berkshire County, while still maintaining a goal of operational efficiency and cost effectiveness.
Approximately $650,000 in core funding for Adult, Dislocated Workers, and Youth Framework services is expected to be available in FY18.The BCREB seeks to award a one year contract renewable for an additional three years, assuming satisfactory performance. All proposals must be submitted no later than 12:00 (noon) p.m. on Tuesday, November 2, 2016. A Bidders Conference will be held Tuesday, September 20, 2016 at 10am at the BCREB office: 66 Allen Street, Pittsfield, MA 01201. No hard copy RFP materials will be available. All are online. The answers to technical questions raised in the Bidders Conference or emailed to info@BerkshireREB.org by that date will be posted on the BCREB.com website.
